Lexington Planning acted as the City’s contract planner, taking the project through design review and initial construction. Jean prepared staff reports, conditions of approval, findings, and presentations to decision-makers. During the building permit phase, she provided plan check services and inspections on behalf of the Planning Division and coordinate with City departments to track conditions of approval compliance. Phased opening of the project began in 2016.


Lexington Planning’s experience in multifamily housing and commercial development uses spans both sides of the table: contract planning for local jurisdictions and entitlement assistance in collaboration with Rhoades Planning Group. She has helped to entitle 1,600 housing units (including over 500 affordable units) and 1.4 million square feet of commercial and office/R&D development, taking projects through from conception to inspection. She brings a depth of experience using State housing legislation to enable density bonuses and streamline review and approval.
