2023 NorCal APA “Hard Won Victories” Award of Merit

The San Pablo Avenue Specific Plan enables the transformation of an auto-oriented corridor to a place that supports residential mixed-use development and safe convenient facilities for pedestrians, bicyclists, and transit riders. It makes bold changes to allowed uses, densities, building heights, and placemaking to facilitate greater equity, economic vibrancy, and community development. This Plan recognizes the role of State law and devises a strategy that can both take advantage of it, while still allowing decision-makers and planners opportunities for local input and local design priorities in a streamlined process.

Jean served as the project manager, the primary author of the General Plan amendments, Specific Plan, Zoning Ordinance amendments, objective community benefits, and Addendum to the General Plan EIR, and collaborated with Urban Field Studio on the Design Guidelines and Objective Design Standards. The project team completed these tasks within 2.5 years, pivoting to online engagement and hearings, during a global pandemic.
