Entitlements & Contract Planning:
University Village (Albany, CA)

175-unit assisted living facility for seniors and 45,000 square feet of grocery and retail development

Lexington Planning acted as the City’s contract planner through design review and construction. Key responsibilities included preparation of staff reports, conditions of approval, and findings for decision-maker hearings, and coordination with the applicants to guide them through the planning process. In the building permit review phase, Lexington Planning led plan checks on behalf of the Planning Division and managed the City’s third-party engineering and building reviewers. The project opened in 2017.

Lexington Planning’s experience in multifamily housing and commercial development uses spans both sides of the table: contract planning for local jurisdictions and entitlement assistance in collaboration with Rhoades Planning Group. She has helped to entitle 1,600 housing units (including over 500 affordable units) and 1.4 million square feet of commercial and office/R&D development, taking projects through from conception to inspection. She brings a depth of experience using State housing legislation to enable density bonuses and streamline review and approval.
