Entitlements & Contract Planning:
The Standard (Berkeley, CA)

122-unit student housing development (including 11 affordable units), with 11,000 square feet of retail and restaurants.

The Standard combines a historic landmark, designed by Julia Morgan, with new housing to support the student population at U.C. Berkeley. The project rehabilitated the front half of Morgan’s Turner Building, restoring its historic details, retail frontage, and intimate courtyard. The project artfully added an 8-story residential building, with on-site affordable housing and a range of student-oriented amenities and open spaces. With Rhoades Planning Group, Jean assisted the developer with the entitlement application, environmental review, and nine public hearings, culminating in an approved project within 13 months of a complete application. Developed by Landmark Properties, the project opened in 2022.

Lexington Planning’s experience in multifamily housing and commercial development uses spans both sides of the table: contract planning for local jurisdictions and entitlement assistance in collaboration with Rhoades Planning Group. She has helped to entitle 1,600 housing units (including over 500 affordable units) and 1.4 million square feet of commercial and office/R&D development, taking projects through from conception to inspection. She brings a depth of experience using State housing legislation to enable density bonuses and streamline review and approval.
